People with special needs are target groups of DOSW services: children, youths, senior citizens, the physically or mentally disabled, people with psychological/social/ behavioral dysfunctions, the economically disadvantaged, low-income , and women suffering from prejudice. Service provision is focused on individual wellbeing, and their families to ensure that other social support systems can step in also to lend a helping hand.    (e) Functionally disabled elders:
   According to the estimates of the Ministry of Health and Welfare, 13.3% of the elderly population is functionally disabled. There would be about 78,822 of them in Taipei City.
   Definition of the "functionally disabled" : One who fails to gain full scores of the following tasks on the Barthel scale, including feeding, bathing, traveling, toilet use, mobility or dressing.
