Guidance and Registrations of Civic Organizations, Cooperatives, and Mutual-aid Savings SocietiesThere were 4,979 civic organizations as of the end of December, 2025, including 3,651 social organizations and 499 occupational organizations.Guidance and registration of cooperatives: There were 221&nbsp;cooperatives as of the end of December, 2025, including 208&nbsp;consumer cooperatives, 13 subordinate cooperatives, and 1 cooperative farm.14&nbsp;Mutual-Aid Savings SocietiesDOSW facilitates independent operations of civic organizations, cooperatives, and mutual-aid savings societies. Training programs and conferences are held to expand the knowledge base and capacity on organizational development for these establishments, cooperatives and societies.B. Guidance and Registrations of Community OrganizationsThe boundaries of communities were first drawn by the District Office, based on the historical/cultural backgrounds, geographic makeup, compliance and needs of the neighborhoods. The community development association may also be initiated by a body of at least 30 community residents to register with DOSW. The number of the community development associations registered in Taipei City was 378 as of the end of December, 2025.C. Training Community Leaders Community development is best executed when local residents are involved in improving their neighborhoods. With that in mind, training programs such as &quot;Training on Special Community Issues,&quot; and &quot;Community Practicum&quot; were designed to expand experiences and to inspire community residents&#39; interests in community work.D. Promotion (or funding) of Cooperation Projects among AssociationsA new project, &quot;New Hometown‧Pleasant Neighborhood&quot; aims at promoting cooperation among community development associations within the same district or even across districts was launched. Community visitation and roundtable discussions are common practices to foster mutual understanding.The Community Culture Development Program is intended to foster local cultural identity and encourage a sense of unity among its residents. Professional groups are also enlisted to generate a collective force and consensus for this program.Community Appraisal is effected to stimulate further community development endeavors. Experts, scholars, representatives of localities, plus DOSW officials in charge of community development will participate in the appraisals.E. Supervision of Fundraising ActivitiesAll groups, schools, associations, or agencies who wish to organize open fundraising activities, must notify DOSW for permission. DOSW also oversees the disbursal of funds to ensure that they are used properly and as previously planned.F. Integration of Social Groups to Participate in the Provision of Social ServicesDOSW is an intermediary that liaises among groups of underprivileged persons with more resourceful organizations through various projects. With this assistive measure in place, the groups with limited access to resources may grow stronger and more stable.DOSW constantly publicizes related welfare information, highlighting the principle of prioritizing the interests of disadvantaged groups.",

    "Content": "Social Work SectionGoalsWe administer the application service and individual case management for Taipei mental disabilities citizens and their families. We also provide group visit service and coordinate social resources. Furthermore, we open for colleges students to apply for training supervision.Overall, we do our best to enrich and promote our service recipients&rsquo; quality of life in order to offer a friendly, barrier-free environment.Services:A. Individual case management service &mdash; Establish familiarity with service recipients and assist them in recognizing the support systems and service network.B. Social resources coordination and management &mdash; to wildly recruit social resources and volunteers, and to manage donations.C. Promote the visit service &mdash; include visitor accommodation, transact outward circumstance, and edit publications.D. Organizing large activities &mdash; to organize leisure activities along with festival celebration in order to enrich the service recipients&#39; lives.E. Internship assistance and counseling &mdash; internship applications are open to college students majoring in social work in hopes of educating new blood and nurturing their professional expertise to carry on future social work-related projects.F. Safeguarding the rights and interests of the Institute&rsquo;s service recipients &mdash; cell group meetings for promoting the rights and interests of the Institute&rsquo;s service recipients are regularly held; campaigns for promoting initiatives concerning the rights and interests of service recipients are organized periodically. The Institute also provides medical insurance services and contract replacements or renewals for service recipients.G. Communication channels established between the Home and parents &mdash; PTA meetings, parents&rsquo; seminars and parents&rsquo; book clubs are organized regularly in hopes of building an effective communication conduit between parents and the Home.Health Services SectionGoalsThe Health Services Section consist of one section chief, two nursing chiefs, twelve registered nurses, one nutritionist, eight physical therapists, five occupational therapists, and two pharmacists, devoted to service recipients&rsquo; health management and health improvement. The team is actively seeking service programs and policies to effectively slow down service recipients&rsquo; aging process, providing professional cares and leisure activities that are beneficial to service recipients&rsquo; quality of life, thus alleviating their burdens and medical expenses. The various services provided by this section are not only based on the &ldquo;longitude&rdquo; of nursing team with prevention, nutrition, medication and treatment, but are also based on the &ldquo;latitude&rdquo; of rehabilitation team with health promotion, reablement, assistive technology and counseling, to create one medical service network, two task forces, and three developmental directives to create a healthful, safe and dignified home for the disabled. Under the leadership of current superintendent, this section introduces many pioneering, comprehensive and sustainable measures.Services:A. Establishing medical network &ndash; The Home is medically supported by Yang-Ming Branch, Taipei City Hospital. Outpatient services available include: Family Medicine Pediatrics, Dentistry, Rehabilitation, Neurology, Dermatology, and Psychiatry. Service recipients suffering from acute diseases or accidents are sent to the Yang-Ming Branch for treatment. The hospital also provides on-call outpatients and emergency services, so that service recipients receive the best possible care to ensure their health. Yang-Ming Branch also provides preferential discounts in medical expenses according to individual needs.B. Two task forces &ndash; the Section is actively involved in &ldquo;Service Orientation Project Task Force&rdquo; and &ldquo;Interdepartmental Task Force&rdquo; to discuss and research issues on aging among service recipients, individualized support assessment, family service demands, vocational counseling and evaluation, and promotion of rights.C. Three developmental directives &ndash; including disease prevention, health promotion and dignified living. Each directive consists of many branch projects. Disease prevention includes annual health checkups, infection control, and outpatient emergency services. Health promotion encompasses the caring of overweight service recipients/underweight service recipients, dental hygiene and care. Dignified living constitutes physical fitness programs, communicative skills promotion (including the use of easy read), vocational and potential development projects.Education and Training SectionGoalsBased on the degrees of disabilities of our service recipients, individual education and training plans for service recipients are designed to provide life care, residential rehabilitation and health care with the goal of self-daily life handling. Meanwhile, leisure activities, social adaptation activities and diverse learning activities are designed to enhance the quality of life.Services:A. Living assistance &ndash; assistance and counseling are provided to service recipients in dining, toileting, bathing, bedtime and rehabilitation according to their level of self-care abilities, to enhance their self-sustainable living abilities.B. skill enlightenment services &ndash; Service recipients would be given expertise training of different fields to enhance their cognitive and self-expression abilities, paving the way for their future in adapting to various leisure and recreational skills.C. Nursery services &ndash; Service recipients&rsquo; physical capabilities are evaluated for outlining individualized service programs to include positioning, standing, passive exercise, feeding, sensory stimulation and other trainings to improve their self-care skills.D. Community adaptation &ndash; to encourage service recipients&rsquo; social participation and be an active part of the community. Community adaptation courses are organized periodically as residents are taken to various community settings to improve their adaptability: shopping, taking buses, interpersonal contact, etc.E. Vocational counseling &ndash; service recipients are given vocational training courses based on their level of skills; they are taught to clean, fold laundry, handicraft lessons, etc, to better develop their vocational potentials.Vocational Development SectionGoalsIn order to reach the goal of vocational skill training and provide the individual service programs, we carry on pre-training assessment.     "Content": "1. Daily living assistance: this includes the provision of food, laundry, residential placement and transportation for senior citizens.(1) Food: Senior residents organize a committee to oversee board arrangements. The menus are revised according to the needs of the residents. Soft, digestable food services are available. Banquet meetings and additional dishes are hosted during holidays. A self-service kitchen is also available, allowing residents to cook on their own.(2) Laundry: Dirty laundries and bedspreads are collected, dried, folded by designated cleaners, and are returned to the bedrooms of the residents after cleaning. Apparel allowances are distributed monthly.(3) Room: The Home provides suites for residents. Two residents are assigned to one suite. The suites are fully equipped, well-lit and well-ventilated.(4) Transportation: The Home provides two official service vehicles and two medium-sized buses for citizens. &ldquo;EasyCards for Honoring the Elderly&rdquo; are regularly renewed.2. Welfare Services(1) Diverse communication forums for residents:1. &ldquo;The Warm Homestead Monthly Meeting&rdquo; is held monthly, where lifestyle wellness seminars for residents are hosted.2. &ldquo;A Date with the Superintendent&rdquo; is hosted monthly, allowing residents to exchange opinions on their life in Haoran.3. &ldquo;Making New Friends&rdquo; get-togethers with residents in different districts and daily lifestyle workouts are organized regularly to encourage bonding among residents.4. An opinion collection box and oral advice checklists are installed to ensure an open communication channel.(2) A Variety of Cultural and Leisure Activities1. Birthday parties are held monthly. Residents born in the month enjoy a warm get-together to celebrate their birthdays.2. Resident outings, get-together soirees on traditional holidays, and honoring the elderly activities are organized annually.3. Haoran Continual Education Seminars are organized to enrich the life of residents in Haoran, and support their social participation while promoting the spirit of &ldquo;Live and Learn&rdquo; among senior citizens.(3) Spiritual Life Enrichment1. Facilities for religious activities are set up, including a hall for Buddha worships, a Christian chapel of prayer, and a Catholic place of worship, offering residents a variety of choices. Religious activities, such as Buddhist sutra chants and gospel services are held from time to time to enrich residents&rsquo; spiritual life.2. Dharma Drum Mountain Social Welfare and Charity Foundation visits Haoran twice a month to conduct Buddhist sutra chants.3. True Jesus Church and the Taipei Home of Christ organize weekly outreach activities for residents; Christian residents are invited to participate in hymn singing and sermons.3. Healthcare and Medical Services(1) Outpatient Services &ndash; the Taipei City Hospital Yangming Branch supports medical and healthcare services in Haoran. Outpatient services, including family medicine, the dental department, the ophthalmology department, the physical therapy department, the medical department, and the psychosomatic clinic are setup at the Home.(2) Healthcare services &ndash; blood pressure measurement, blood sugar level monitoring and healthcare consultation are in place for residents in Haoran.(3) Health education &ndash; Haoran organizes a variety of healthcare seminars and physicals regularly.(4) Accompaniment services &ndash; Staff at Haoran and ambulance are available to escort residents to seek medical treatment and pick up prescription drugs.(5) The Care Medical Service Shuttle Bus: Two designated buses shuttle back and forth between Haoran and the Taipei City Hospital Yangming Branch to accommodate residents to seek medical attention.(6) Physical Therapy Services &ndash; Physical therapy rooms are set up to accommodate residents&rsquo; needs for rehabilitative exercises. Professional physical therapists are staffed in Haoran to provide consultation and exercise instructions.(7) Medication Services &ndash; Professional pharmacists are staffed to provide medical counseling and services. Haoran also supports professional medical resources and their visit to the Home and provide medication consultation assistance.(8) Disease Control &ndash; Haoran registers residents at the Home for annual physicals, while keeping track of &ndash; or reintroducing them &ndash; to other medical institutions for medical treatment.(9) Emergency Rescue &ndash; Haoran provides accidents and acute diseases treatment and first-aid care on ambulance.4. Residential Nursing Services:86 long-term nursing care beds are set up in Haoran. Nursing caretakers and certified nurses are assigned to special patients with chronic diseases, and those unable to care for themselves.5. Residential Autonomy Participation(1) &ldquo;Residents Self-Government Commission&rdquo; is set up to encourage senior citizens in Haoran to participate in various activities and affairs at the Home.(2) Editors Commission is established to compile Haoran Quarterlies. The Commission also promotes residential participation mechanism through lifestyle wellness seminars and &ldquo;Making New Friends&rdquo; get-togethers.6. Volunteering(1) Senior citizens in Haoran enthusiastic about public welfare causes are mobilized for the establishment of &ldquo;the Evergreen Honorary Service Corps&rdquo; (consisting of a charity haircut team and librarian team) and Outreach Service Corps to assist Haoran in promoting various programs.(2) Haoran combines resources from schools, religious groups and welfare organizations to provide residents with emotional outreach care, religious services, activity planning, medical treatment assistance, medical consultation, and walk escort accompaniment. Reading accompaniment is also available for residents at the home.",

Day Care ServiceDOSW currently provides daycare services at&nbsp;thirteen agencies and will increase the service capacity to meet increasing care needs. Senior citizens over 65 years of age who are mildly to moderately disabled or adult over 55 years of age with dementia can apply for daycare service as long as they can manage their daily routines and don&#39;t have major infectious diseases.B. In-home Care ServiceElderly citizens over 65 years old with functional disabilities, who need help with daily living may apply for in-home care, which provides assistance in house chores, daily activities, and personal care.C. Residential Care1) Self-paid residential homeThe Senior Citizens Homes in public provides elderly citizens who are 65 years of age and older and are healthy enough to care for themselves, with no mental disorders or major infectious diseases may apply to live in the public, the publicly-owned but privately-run homes or other private residential care homes. Other low-income elders needing nursing home care may receive public payment for care in registered private or publicly-owned but privately-run facilities.2) Public residential care homeThe Haoran Senior Citizens&#39; Home provides care for low-income elders who live alone or are unable to self-provide, and is designed for those low-income elders over 60 years of age, who are childless, unable to support themselves, yet healthy enough to care for themselves and with no mental disorders or major infectious diseases.D. Leisure and Recreational ActivitiesDOSW has established 14 Seniors Service Centers. Senior citizens over 60 years of age may access facilities at these Centers for educational and recreational programs, including welfare consultation, association activities and lecture courses.E. Health Insurance Premium SubsidiesIn order to safeguard the health of elders age over 65 and Aborigines age over 55, Taipei City may help to pay partial National Health Insurance premium no more than NT$749 per month for those who meet the requirements.F. Fairs and Tickets DiscountSenior residents over 65 years of age can enjoy half-price bus rides, half-price subway fare, and discount admission tickets to educational and recreational facilities. In addition, senior residents over 65 years of age and household registered in Taipei over 1 year can enjoy 60 free bus rides per month.G. Protection ServiceDOSW has designed an emergency report and rescue system to assist elders over 65 years who are abandoned, abused, neglected, and proven in need of such service. Prevention of Domestic Violence and Sexual AssaultTaipei City Center for the Prevention of Domestic Violence and Sexual Assault was established in 1999 to help children, youth, women, elders, disabled persons, adult suffering from any types of violation/indiginity, and victims of sexual assault. Services included are a 24-hour hotline, emergency rescue, crisis intervention, assistance with medical examination of injuries, emergency placement care, referrals to medical treatment, psychotherapy and counseling services.B. Protective Services and Family Crisis InterventionSocial Workers at every Social Welfare Service Center provide protective services, crisis intervention, coordination of social welfare resources, information access and referrals to the low-income, families in crisis, abused or neglected children, youths, elders, people with disability, and disadvantaged women for them to get back on track.C. Placement and Counseling for the HomelessHomeless shelters and halfway houses were established to service the homeless, emergency room patients with no identification, plus poor or disabled persons with no place to call home. Services provided are protection, daily care, family reconstruction, occupational assistance rehabilitation, medical care and referrals to permanent placement homes. Social Workers also reach out to people living on the street and help them as needed.D.     "Content": "Goals1. To ensure economic security of city residents.2. To design comprehensive social policies that protect social rights of the economically disadvantaged and steer them from poverty.ServicesA. Income MaintenanceDOSW regularly adjusts the poverty line, with which to evaluate city residents&rsquo; economic status. Once a household (the unit of receiving assistance) is determined to fall below such line, various forms of living assistance will be in place to maintain the quality of life for the households. The available assistance services are: living assistances for low-income and just above low-income families, plus children/youths/elders/disabled persons living allowances. The amount of assistance is calculated according to an adjustable formula. Natural disaster assistance and emergency assistance are provided to aid families in crisis or emergency situations. In addition, a burial assistance will be provided to low-income households and the homeless.B. Medical AssistanceVarious forms of medical assistance are provided to safeguard the wellbeing of low-income people, such as: subsidies for health insurance premiums, childbirths and miscarriages, hospital meals, dentures for elders, and nutritional supplements. Senior citizens over 65 years of age may receive a subsidy for the National Health Insurance premiums. Additional medical assistance is provided to residents just above the low-income benchmark for paying partial expenses for items not covered by the health insurance.C. HousingEconomically disadvantaged families are eligible for low-income housing placement or rent subsidies. The low-income housing is in place with the purpose of raising living qualities of disadvantaged families. DOSW provides a series of active counseling and guidance for residents of low-income housings, assisting them with social adaptation, and encouraging them to find means to fight poverty.D. Educational ResourcesTo protect the right of education, DOSW provides subsidies to low-income children covering transportation fares, exemption of tuition and miscellaneous charges. Tutor&#39;s program is provided to improve these children&#39;s academic performance. In addition, developmental programs for youth are designed to provide more opportunities for higher education, training, and social participation.E. Workfare ProjectsDOSW develops workfare projects to replace the traditional public assistance model, hoping that good work experiences will improve the status and confidence levels of disadvantaged persons, moving from being welfare dependents to productive members of the society to facilitate self-help and mutual assistance.F. Temporary Allowance for Nursing AttendantsDOSW provides temporary allowance to assist low-income households, elders over 65 with income just above the poverty line, or families in crises to hire nursing attendants to care for their hospitalized family member when no other family member are available for bedside care.G. Insurance Premium Subsidies: In coordination with the launch of the National Pension Insurance and National Health Insurance, DOSW will fully subsidize national pension insurance and health insurance fees for low-income households listed on record; and for those whose income do not meet the criteria, they&rsquo;d be subsidized 55% to 70% of the pension insurance.H. Emergency rescues and disaster relief: emergency relief assistance will be provided to citizens suffering from fire, windstorms, floods,earthquakes and other natural disasters in accordance with social relief regulations; emergency relief is also available to citizens whose livelihood suffers due to disasters.I.     "Content": "Goals&nbsp;1. To provide people with disabilities with basic necessities.2. To provide people with disabilities with fair and just treatment.3. To provide people with disabilities with opportunities for personal betterment and development and self-realization.Services&nbsp;A. Disability IdentificationAccording to Article III of Physically and Mentally Disabled Citizens Protection Act, registered city residents with disability may visit designated hospitals for examination to classify the status of their disabilities. Once the level of disability is determined, DOSW will issue a Disability ID to ensure related benefits for the applicants are properly given.B. Living Assistances for People with DisabilitiesLiving assistances for people with disabilities is provided in combination with general living assistances for the low-income to maintain their basic living needs.C. Assistive Devices SubsidyThe registered city resident with Disability ID may apply for subsidies for purchasing assistive device expenses not covered by National Health Insurance.D. Insurance Premium SubsidyDOSW subsidizes 25% to 100% of premium for registered resident with Disability ID insured by National Health Insurance or other compulsory social insurance programs.E. Placement Services and Supplemental PaymentRegistered residents with Disability ID requiring agency placement, daycare, or other related services may receive supplemental payment 25% to 100% of the total service charges from DOSW.F. Respite Care and Short-term CareDOSW has contracted with two private agencies to provide respite care and short-term care either at home or at designated service sites to those registered residents with Disability ID of moderate to severe level of disability. For those who are mildly disabled, an age limit up to 12 years is earmarked for such services.Additionally, for children under six years of age, or those who have not enrolled in elementary school, with certificates issued by the Department of Health, or certificates of developmental delays, they are also eligible for this service.G. Rent Subsidy for People with DisabilitiesDOSW provide rent subsidies to registered residents with Disability IDs and&nbsp;living with family members who own no house.H. Subsidies to Developmentally Delayed Children Receiving Early Intervention Assistance.A subsidy is provided to developmentally delayed children receiving early Intervention services from registered agencies for the disabled. Recipients of this subsidy must have not enrolled in elementary schools. Subsidies for intervention trainings and transportation subsidies are calculated as an item. The monthly subsidies can go up as high as NT$3,000 per person, and NT$5,000 per person for low-income households. This type of subsidies and transportation subsidies are calculated under the same medical service category, at NT$200 per day. Intervention assistance trainings are calculated in accordance with trainee&rsquo;s self-paid expenses.I. Establishment and Management of Agencies Providing Services for the DisabledThere is one public placement and educational institution in Taipei City serving 500 disabled persons, 20 publicly-owned but privately-run agencies serving 1,245 persons, 23 private agencies serving 782 persons, and 3 private service centers providing consultation, education and training programs. The planning for future services is oriented on establishing community-based smaller agencies, such as daycare centers and group homes. Residential placements of larger size are slated for construction in the suburbs. DOSW routinely evaluates, assists in, and monitors the operation of all service agencies to ensure quality of care.J. Services for Visual Impairments&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;DOSW has contracted with Taiwan Foundation for the Blind to provide the training of independent self-managing living ability, orientation, braille and literature, blind computer and IT technique to registered residents with visual impairment. In addition, different kinds of activities are also held to support the visual impairments and their family.&nbsp;&nbsp;K. Case Management for Disabled PersonsDOSW has contracted with&nbsp;six private agencies to provide case management service to registered residents 15-65 years old with Disability ID who have difficulties in self-care and are not self-sufficient. DOSW has also contracted with four private agencies to provide case management assistance to Early Intervention cases under 6 years old of age with Disability ID or Diagnostic Proof of Developmental Delay.L. Sign Language ServicesDOSW provides sign language translation services to residents with hearing impairment or speech difficulties to facilitate their access to available services or participation in social activities. DOSW has contracted private agency provide 24-hour emergency sign language service to the needy.M. Other Supportive Services for People with DisabilitiesA Welfare House for People with Special Needs was established to provide assistive services such as information and referral, counseling, lectures, arts, recreational activities for residents with disabilities.N. Protective Services for People with DisabilitiesDOSW runs programs or activities for residents with disabilities or subsidizes private groups or associations to provide such services to enrich the living of people with disabilities.O. Programs for People with Disabilities and Related SubsidiesDOSW subsidizes private groups or associations to provide various assistive services or activity programs for residents with disabilities.&nbsp;",

Various support measures for families in special circumstancesDOSW works in accordance with the &ldquo;Family Assistance in Special Circumstances Act&rdquo; and &ldquo;Taipei City Regulations Governing the Protection of Women&#39;s Rights&rdquo; to provide emergency life subsidies and allowances for raising children to women in special circumstances.B. Women&#39;s Welfare ServicesWelfare services, activities and initiatives for women are being promoted, including the implementation of Women and Children&#39;s Day, Mother&#39;s Day and other welfare programs. Subsidies are also affected to subsidize private organizations in holding a variety of women-specific projects.C. Women&#39;s Welfare Organizations1) 11 Women&#39;s Welfare Service Centers are installed to provide individual case management, counseling, psychological consultation, group consultation, community services, women&#39;s welfare counseling and legal counseling services for women whose household registries are listed in Taipei, and for women who live in Taipei City.2) 2 shelters are established to provide placement services for women &ndash; and their children - who suffer from domestic violence.D. Single-parent Welfare Services1) The City&#39;s 12 social welfare centers, 10 women&#39;s service centers and 1 private organization are closely knitted to form a single-parent service network, providing single-parent families robust and approachable social work support.2) The establishment of the single-parent apartments that can accommodate the lodging of single-parent families3) The installation of subsidy programs to incorporate private resources in providing support services to single parents.E. Support Services for New ImmigrantsThe establishment of new immigrants families support service centers and service bases will be in place; subsidy programs will be set up to subsidize outreach visits, group consultations, and adaptation seminars held by private groups.F. Welfare Services for Other Underprivileged WomenServices will be targeted at women from aborigines&rsquo; families, pregnant women who are unwed, and women suffering from extramarital affairs.G. Other women&rsquo;s servicesProfessional trainings are administered to specialists in gender and women&#39;s work in order to strengthen their professional know-how and sensitivity about gender-specific issues; a women&#39;s rights promotion commission is installed to advance various tasks in securing women&#39;s rights.H. Childcare AssistanceDOSW provides childcare assistances to children in registered nurseries or preschools who are for low-income families, foster care families, placement agencies, or crisis families. The maximum monthly subsidy is NT$8,000 for each child under 6, NT$4,500 for the 6-8 years old, and NT$3,500 for the 9-12 years old.I. Childcare AllowanceDOSW provides childcare allowance to needy families with children under 6 to subsidize their child-rearing expenses. To qualify for that, the family must be registered in Taipei City for at least a year with an income of lower than 80% of the average consumer expenses, and has savings under NT$150,000 and real estate values below NT$6,500,000 . Monthly child allowance is NT$2,500 for each child under 6 years of age.J. Public Childcare ServicesDOSW has 1 public preschool with nurseries for 1-2 years old babies and toddlers . Children from disadvantaged families are accepted as first priority.K. Family Day Care Workers ServicesDOSW sponsors family day care worker training programs to provide qualified manpower as part of a community-based service network. DOSW also provides referral services at Childcare Resource Center of Taipei to match the demand and supply of family day care services in the network.L. Childcare Agency EvaluationEvery year DOSW evaluates certain childcare agencies on teaching activities, hygiene and health care, and administration management. Agencies with excellent performance ratings are commended publicly; those with poor performance are required to make improvements and undergo follow-up supervisions. Results of the evaluation are publicized as referral reference to ensure the quality.",

Child and Youth Protection ServicesDOSW Center for Prevention of Domestic Violence and Sexual Assault of DOSW has a 24-hour hotline that takes all reports and coordinates the provisions of protective services for homeless, abused, or neglected children. Services included placement programs, medical assistances, family counseling, psychotherapies, and judicial protections to provide necessary shelter and guardian services for these underprivileged young.B. Adoption ServicesDOSW provides adoption services through contracted agencies for residents who are unable to care for children and those who are interested in adopting and providing these children with a warm family. Services include registrations, counseling, evaluations, matching, and regular family investigation to ensure that the children adopted are given quality care.C. Protection and Placement ServicesDOSW provides services to Children 0-18 years of age who are disadvantaged due to death, divorce, abandonment, illness, imprisonment, disability of parents and other family trauma; those who are abused, sold, forced into prostitution or other illegal activities, and those whose lives and health are in danger, or the single and pregnant young women will also receive care to help them get back on track. Counseling, protection, and placement are provided through the following three systems:1) Agency placement to youth homes, halfway houses and educational facilities2) Foster Family Services3) Adoption ServicesD. Living Assistance to Children in Crisis FamiliesDOSW provides monthly living assistances to children under 18 who live with families in crises that are unable to support them. Welfare Services for Children from Underprivileged FamiliesWith a view to providing accessible service resources to replenish and improve familial functions for families who&rsquo;ve suffered a setback due to economic issues and misfortunes, DOSW has set up Welfare Service Centers for Children from Underprivileged Families in Wanhua and Zhongzheng Districts, where underprivileged families are more highly concentrated. These centers offer community parent-children counseling and guidance and other service programs, so that children and parents of disadvantaged families could access to sufficient welfare services.G. Youth Protective ServicesWith a view to ensuring the safety of youths and to prevent juvenile crimes, DOSW has enforced a curfew on youths. Policemen may spot-check places where youths frequent after midnight and advise them to go home. Businesses violating the law and allowing youths into the establishments after midnight will be fined.H. Outreach ProgramsAs kids on the streets are at higher risk of juvenile delinquency, DOSW has contracts with private agencies to provide outreach services to youths. Social workers reach out to youths on the streets, in poolrooms, teashops, and internet cafes to provide counseling services needed to ensure their health.I. Preventive and Counseling Services to Pregnant Minors Outside WedlockThese services aimed at assisting unwed and pregnant teenage girls in learning about mutual respect and respectful conduct in an appropriate, healthy relationship, while teaching them how to take self-protective measures. Government and private resources are carefully integrated to establish a robust service network to guard against teenage pregnancy.J. Report, Tracking and Counseling for DropoutsFour publicly owned and privately run teenager&rsquo;s service centers under DOSW aim at providing counseling services for individual dropouts; case studies, group seminars and case studies are implemented to encourage these dropouts in leading a stable lifestyle.K. Child and Youth Prostitution Prevention SystemsDOSW provides rescue, placement, protection, counseling, follow-up services to youths under 18 who are engaged in or are prone to illegal prostitution (i.e. taking money or priced goods in exchange for sexual favors). Services included are:1) Accompanying youth clients during investigation2) Placement and counseling in emergency shelter, short-term placement agencies, and halfway schools are available to assist the troubled youths3) Follow-up counselingL. Youth Independent Living ProgramDOSW helps youths without families to adapt to independent living as well as youths who are not ready to return home after leaving the shelters.M. Youth Welfare Agency Network DevelopmentDOSW has set up various youth welfare agencies to provide placement, education, counseling and care as well as outreach services to assist youths in maintaining a healthy lifestyle, social adaptation, and educational and emotional development.N. Agency Supervision and EvaluationTo encourage participation of private groups and agencies in youth service provisions, DOSW provides partners from private sector with assistance in areas related to agency registration, task performances, organization and program development, and finance management to ensure personal betterment of the youths.O. Children&rsquo;s Safety ServicesTo ensure children&rsquo;s safety in the daily surroundings &ndash; including home, school, entertainment and safety &ndash; so as to effectively minimize injuries and accidents, while ensuring their wellbeing in a safe environment, the City has designated May 15th as Children&rsquo;s Safety Day. Support from private groups is integrated to conduct various trainings, seminars and activities on children&rsquo;s safety.",
