As the cold winter draws to a close at the end of the year, there is a group of children who cannot return home to reunite with their relatives and are in special need of warmth. The Department of Social Welfare, Taipei City Government, specially organized a year-end party for these 55 foster children. Director of the Department of Social Welfare, Yao Shu-wen, who served as guardian, spent a pleasant lunch with the children, who got a taste of the warm, holiday atmosphere before the arrival of the New Year, and expressed his utmost gratitude and respect to the foster family parents and placement institution personnel.
