   (e) Functionally disabled elders:
   According to the estimates of the Ministry of Health and Welfare, 13.3% of the elderly population is functionally disabled. There would be about 75,426 of them in Taipei City.
   Definition of the "functionally disabled" : One who fails to gain full scores of the following tasks on the Barthel scale, including feeding, bathing, traveling, toilet use, mobility or dressing.
