6 The Taipei City Department of Social Welfare set up a temporary winter shelter for homeless people that accommodated 25-55 people per night from February 6 to 16.
April
7 The Taipei City Long-term Care Center, a one-stop integrated service center jointly formed by the Taipei City Departments of Social Welfare and Health, was officially launched.
May
29 The Taipei City Department of Social Welfare held the 2008 Joint Sea Burials for Taipei City, Taipei County, and Taoyuan City.
August
18 The Taipei City Department of Social Welfare launched the Immediate Care and Emergency Assistance Service, for which applications, onsite inspections and review and approval are processed by the twelve District Offices in Taipei City.
September
9 The Taipei City Department of Social Welfare opened the Taipei Empowerment Homeland, a shelter that can accommodate up to eleven disadvantaged teenagers aged 15-18 in need of protection.
October
1 The national pension system was officially launched, and allowances for the disabled in Taipei City were adjusted accordingly to ensure a smooth transition between systems without compromising public welfare.

12 The Taipei City Department of Social Welfare organized the Golden Diamond Awards Ceremony for Outstanding Volunteers and Volunteer Groups in Taipei City.
